Check if somewhere else a program use the VirtualCam Actively. Did you have installed actually all needed drivers for your WebCam? Also is it actually allowed for any cam to be used in some or any APP? Can google just release a phone without problems?
Seems like the Nexus 5X has been the most reliable in recent years and that was their cheaper Nexus. I had a 6p for nearly 2 years, I downloaded the Android O Dev preview and it caused my phone to hard brick Apparently it was an issue with googles kernel used for the dev preview and caused thousands of 6Ps to brick themselves.
Just angers me that to this day there are still thousands of Nexus users who have been neglected by google. The number of issues the phone have, they will really have to work hard for the next time..
